The public speech of President Clinton on Jan, 2000 gave a big impact on the Japan Federation of Economic Organization because the industrial development remained sluggish in Japan. Following USA, Japanese government put a large budget for nanotechnology. CNT(carbon nanotube) which was found by S.Iijima on 1991 came to be expected as a standard-bearer for nanotechnology. However, the interpretation of nanotechnology in Japan was a little different from that in USA. The top-down mode are prior to the bottom-up one in Japan. In this study, the following subjects were studied to clarify the dynamics of research and development of CNT in Japan by the analysis of CNT patents of US patent office, the fieldworks, the government materials, etc.. 1.The mechanism of the CNT boom and the interpretation of the R and D of CNT as a nanotechnology 2.The effect of risk reports of nano-particles and asbestos on the R and D of CNT 3. The effect of the standardization of CNT tackled by chemical companies on the R and D of CNT 4.Is the R and D for CNT really going toward nanotechnology?
